I have always been in favor of employing Officers of the Army in Colonial duties, especially in duties requiring habits of Command, and a practical knowledge of Military discipline.
(a) Military Officers are much cheaper than Civilians. As it has already been shown, the proposed Military Adjutant would cost the Colony only £300 a year, whereas the late Civil Deputy Superintendent cost £800 a year.
(b) A Military officer is unconnected with Colonial parties and Cliques, - a very important qualification for the proper discharge of Police duties. In common with General Pargour, I propose that the Adjutant should retain his Military rank while holding his present civil employment only while his Regiment remains here; - that is, on an average, for about three years: - and that on every change of the Garrison he should be replaced by an officer from the incoming Regiment.
(C) If any Military Officer is found not to suit altogether in any Civil Role which he may hold, he simply returns to his Regiment, and is replaced by another.
